Chinese garbage elves

So this is our garbage man (sorry for the strange color on the picture, I grabbed my camera, ran to the window and it was on a weird setting). He comes around every day and I hope I never accidentally throw out something I need because the garbage can lid is barely closed and the trash is mysteriously gone....but, I never see the guy picking it up. I *gasp* scoop my own dog's poop in the backyard, throw the bag over the fence to the front yard, walk around the house and "poof" the bag is already gone. I've never seen him Lance Armstronging it around the compound, so I'm thinking the cameras and guards on every corner of our neighborhood may be doing more than just keeping us safe.
